Commercial legacy seat-based subscription migration and introduction of public sector offers
In July 2023, Microsoft announced two important steps toward the retirement of the CSP legacy commerce platform. Starting in January 2024, Microsoft will initiate an automatic migration process, transitioning all renewing commercial customers seamlessly to new commerce. Microsoft will launch CSP public sector offers in the new commerce system starting March 2024 with Microsoft-led migration of public sector offers commencing 1 September 2024.

Subscription Migrations
As Microsoft initiates the transition from CSP legacy to NCE in January 2024, we strongly advise proactively managing your customers' migrations ahead of this date. The Microsoft-led migration will occur on the date of subscription renewal, starting with all subscriptions renewing in January 2024 and will continue with all offers renewing throughout calendar years 2024 and 2025.
- Partners will have seven days after migration is complete to change the subscription term and/or quantity or cancel the subscription.
- All legacy subscriptions that Microsoft migrates to new commerce will be set to an annual term with monthly billing plan and seat counts that the customers had in legacy.
- If your customers want monthly subscription terms in new commerce instead of annual terms, or annual terms billed annually, you should migrate them before the legacy subscriptions reach their end of term.
Proactively migrating customers' subscriptions offers several advantages, including the flexibility to tailor terms and conditions to your customers' preferences, as well as the opportunity to receive credit for the remaining subscription term.
CSP public sector legacy offers (education and NFP) coming to new commerce in calendar 2024
Microsoft is pleased to announce that public sector subscriptions, which include academic and NFP/charity, are ready for partners to move to new commerce.
To give partners time to adjust to this change, Microsoft-led migration of public sector offers will begin starting 1 September 2024.
We encourage partners to work with customers on a plan to move their subscriptions to new commerce to allow them to set the subscription terms that work best for their customers.
Microsoft launched the CSP education and nonprofit offers in four waves, as shown in the following table.
Wave 1 included offers with the highest customer volume and the remaining offers launched in subsequent waves.
The offers included in each wave have been published in the Legacy Offer Matrix.

Beginning 1 August 2024, new subscription purchases for available public sector product SKUs must be on new commerce.
